BNSF Railway New Westminster, BC Discussion and Operations-Based Tests

Please join  BNSF its upcoming British Columbia worst case discharge (WCD) table-top exercise (Discussion-Based Test) and equipment deployment exercise (Operations-Based Test) involving a scenario where a unit train derailment results in an oil spill to the Frazier River at New Westminster, BC. The exercise  will be a continuation of the BNSF Railway’s 2021 discussion and operations-based tests and emphasize drill objectives including public and responder safety, source control, containment and recovery as well as environmental resource-at-risk protection and stakeholder engagement.

Schedule

Tuesday, Sept. 20 (1300 – 1600 Pacific) –  Microsoft TEAMs review and IAP Software Training.  We will familiarize participants with the Microsoft TEAMS environment and review the IAP Software in the afternoon.  The afternoon training will provide an opportunity to work through any technical issues you may have prior to the actual TTX and provide participants with an overview on how the exercise will be conducted in the virtual environment.  Lunch will be provided at 120o hrs. for in-person participants.

Wednesday, Sept. 21 (0800 – 1600 Pacific) –Discussion-Based Test:  This will be a continuation of the 2021 TTX scenario and cover environmental impacts and stakeholder engagement of a crude oil release at New Westminster. We ask all participants to please be logged into your computer and checked into the TEAMS platform by 0730 Pacific.  Please allow yourself plenty of time to work through any technical issues you may have the morning of the exercise.  We will cover the check in-out process on Sept. 20  and additional instructions on this process will be provided by TRG.  It is recommended each participant have two (2) computer screens available, one to view the TEAMS platform and one to view the IAP Software. Lunch will be provided for in-person participants.

Thursday, Sept. 22 (0800 – 1600 Pacific) –Evaluated Fraser River Operations-Based Test:  BNSF’s Response Organizations (ROs) will conduct an equipment deployment exercise on the Frazer River.  An equipment deployment exercise manual will be provided by BNSF.
